{"id":2152,"date":"2012-01-18T23:11:40","date_gmt":"2012-01-18T23:11:40","guid":{"rendered":"http:\/\/www.slyman.org\/blog\/?p=2152"},"modified":"2014-03-11T18:48:17","modified_gmt":"2014-03-11T18:48:17","slug":"software-and-workforce-harmonisation","status":"publish","type":"post","link":"https:\/\/slyman.org\/blog\/2012\/01\/software-and-workforce-harmonisation\/","title":{"rendered":"Software &amp; workforce harmonisation"},"content":{"rendered":"<p>One of the most interesting technical questions raised about the Friday 13<sup>th<\/sup> <a title=\"Wikipedia: Costa Concordia disaster\" href=\"http:\/\/en.wikipedia.org\/wiki\/Costa_Concordia_disaster\" target=\"_blank\">Costa Concordia disaster<\/a> is the <a title=\"Concordia disaster: House arrest for Captain Schettino&#xd;&#xa;&#x2014;(BBC)&#x2014;see section entitled, &ldquo;Nautical charts&rdquo;\" href=\"http:\/\/www.bbc.co.uk\/news\/world-europe-16604154\" target=\"_blank\">resolution of the navigation charts<\/a> being used by Captain Schettino.&nbsp; Schettino alleges that the rock his ship struck was not marked on his navigation charts.&nbsp; A <a title=\"Concordia disaster: House arrest for Captain Schettino&#xd;&#xa;&#x2014;(BBC)&#x2014;see section entitled, &ldquo;Nautical charts&rdquo;\" href=\"http:\/\/www.bbc.co.uk\/news\/world-europe-16604154\" target=\"_blank\">BBC article<\/a> mentioned that certain popular navigation charts <a href=\"http:\/\/en.wikipedia.org\/wiki\/Electronic_Chart_Display_and_Information_System\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" title=\"Electronic navigational chart&#xd;&#xa;&#x2014;courtesy of NOAA\" src=\"http:\/\/www.slyman.org\/blog-cdn\/Enc.jpg\" style=\"width:369px;height:243px;float:right;margin:0.6em 0.3em 0.6em 0.9em;\" width=\"369\" height=\"243\"\/><\/a>are of insufficient spatial resolution to include details like that rocky outcrop, and that they are therefore not recommended for purposes of in-shore navigation: in other words, the maps are wholly unsuitable for use in shallow depths, where the margins of error are small, or where there can be sudden changes in depth over a very short distance.&nbsp; If the allegation is true, this of course begs the question\u2026&nbsp; How was Schettino unaware of this limitation in his navigation charts?&nbsp; How did he come to trust the charts so much that he was willing to take risks that were not fully justified, based on the information he had?<\/p>\n<p>In the modern world, and in the modern economy in general; we are increasingly coming to rely upon computerised machinery (including software).&nbsp; Few people really understand how that machinery works or take the time to acquaint themselves with <a title=\"The story behind the island that wasn\u2019t there&#xd;&#xa;&#x2014; Scott K.
